CSI MasterFormat Divisions Explained

CSI MasterFormat is the numbering system used across North America to organize construction specifications, product data and cost information. Its numbering runs 00 through 49 — 50 division numbers, though a number of them are reserved and carry no content. Specs are written and filed by it, so estimates are built against it, division by division and section by section. Divisions 02 through 14 cover the building, 21 through 28 the services, 31 through 35 the site. The expanded numbering was introduced with the MasterFormat 2004 Edition, replacing the older 16-division format, which is why you still hear Division 15 and Division 16 on job sites. MasterFormat has been revised several times since, so check which edition a given project manual was written to. Knowing the map lets you read a spec book, check an estimate for coverage, and argue scope with a sub without guessing.

What is CSI MasterFormat?

MasterFormat is published by the Construction Specifications Institute (CSI), historically in partnership with Construction Specifications Canada (CSC). It classifies work results: the physical outcome of construction work, not the trades who perform it and not the building elements it adds up to. Section 03 30 00 is Cast-in-Place Concrete, not the concrete sub.

Its first job is filing specifications. A project manual is assembled in MasterFormat order, so any spec book on any project puts firestopping in roughly the same neighborhood. Addenda, submittals, RFIs and change orders then all reference section numbers, which gives design, bidding, procurement and closeout one shared vocabulary.

It is revised periodically. Sections get added, retitled and moved, so two spec books from different years can number the same product differently. When a spec book and a cost database disagree about where something lives, the spec book governs the bid.

How do you read a MasterFormat number?

A section number is six digits written in three pairs. The first pair is the division. The second pair is a broad section group inside that division. The third pair is the individual section. So 09 91 23 reads as Division 09 Finishes, the painting and coating group, interior painting. (Section numbers cited in this guide follow recent MasterFormat editions; always confirm against the edition your project manual uses.)

The zeros are placeholders, not decoration. 09 90 00 means the whole Painting and Coating group, which is wider than 09 91 23. If a spec or an addendum cites a number ending in zeros, you are being pointed at everything underneath it, not at one section.

A fourth level can be added after a decimal point when a project needs finer granularity. That level is optional and project-specific; most spec books stop at six digits.

In practice, carry section numbers verbatim into your estimate line items rather than retyping the titles. When an addendum revises 08 71 00, you find the affected line in seconds instead of searching for the word hardware.

Why are estimates organized by division?

Coverage becomes auditable. When line items carry section numbers, you can lay the estimate beside the spec table of contents and see what has no price against it. An estimate organized only by trade hides omissions, because nothing on the page tells you a category is missing. Organized by division, the hole is visible.

Bids level against each other. Three subs bidding the same drywall scope will each describe it differently. Section numbers give a common reference: did all three carry the non-structural framing in 09 22 16, did any of them carry the load-bearing or exterior cold-formed framing in 05 40 00, and did any carry the firestopping in 07 84 00? Leveling without that reference is guesswork dressed up as comparison.

Cost data is indexed to it. Commercial cost databases are organized by MasterFormat, so published unit costs land in roughly the same buckets as your takeoff. The section number is not enough to make the join safe, though: it fixes the category, not the unit of measure or what the price includes. Before you apply a published cost, check that its unit matches your quantity (CY of concrete against SF of slab, SF of contact area against LF of edge form, tons against pieces of steel) and read the line's inclusions so you are not buying forming, reinforcing, placing and finishing twice or leaving one of them out.

The estimate survives handoff. The PM, the superintendent and accounting all have to find the money after the bid. Buyout, cost coding and change orders inherit the structure, so an estimate built on divisions stays readable to people who did not build it.

What is in Divisions 00 and 01?

Division 00, Procurement and Contracting Requirements, is not construction work at all. It holds the invitation to bid, instructions to bidders, the bid form, the agreement, bonds, and the general and supplementary conditions. There is nothing to take off, but it sets the terms that price the job: liquidated damages, retainage, insurance limits, bonding, wage requirements, and the bid form's list of alternates and allowance amounts. The scope behind those alternates and allowances, and any unit prices, is specified in Division 01 (01 21 00, 01 22 00, 01 23 00) — read the two together or you will price a dollar figure with no scope attached to it.. Read it before you price anything.

Division 01, General Requirements, is where the procedural and duration-driven requirements live — the ones estimators price as general conditions, even though the General Conditions document itself sits in Division 00:: temporary facilities and controls, submittal procedures, quality requirements, mockups, commissioning support, closeout and warranties. These costs are driven by duration and procedure rather than quantity.

It is one of the easiest parts of an estimate to under-price. Division 01 has no square footage to count, so it tends to get a flat percentage or nothing at all. But a spec that requires a full-size mockup, third-party special inspections, an as-built model, a dedicated project website or an extended warranty carries real money, and the requirement is buried in prose rather than shown on a drawing. There is no shortcut here other than reading it sentence by sentence.

What belongs in Divisions 02 to 14: the building itself

Where do scope gaps hide between divisions?

  • Blocking and backing: the grab bar is in Division 10, the wood blocking behind it is rough carpentry in 06 10 00, and in-wall metal backing is normally carried in the framing section, 09 22 16. Read both or it gets bought twice, or not at all.
  • Housekeeping pads: the concrete is specified in Division 03 and required by 22, 23 or 26. Someone has to carry it and the spec rarely says who.
  • Doors: leaves and frames in the 08 10 00 group, hardware in 08 71 00, glazing in 08 80 00, and electrified hardware pulling power and signal from 26 and 28.
  • Access panels: required by mechanical and electrical sections, specified in Division 08, installed by the wall or ceiling trade in Division 09.
  • Utility trenching: sometimes in Division 31, sometimes inside the Division 33 utility section. Check both, then decide once.
  • Firestopping: specified in 07 84 00, but 07 84 13 penetration firestopping is created by 21, 22, 23, 26, 27 and 28, and most specs make each trade firestop its own penetrations — confirm each MEP sub actually priced it rather than assuming it is unowned. Head-of-wall and perimeter joint firestopping, 07 84 43, is separate and belongs to the drywall scope; it gets missed on its own.
  • Owner-furnished, contractor-installed equipment: the technical section describes the product, but the responsibility split sits in Division 00 or 01.
  • Testing, inspection and commissioning: split between Division 01 and each technical division, with the payer named in one place only. Find that clause — on most commercial work the owner pays for the special inspections themselves, but the contractor pays for re-tests of failed work, for standby and access, and for uncovering work for inspection. Those are the costs that get left out.

What MasterFormat is not

Not a cost breakdown structure. It organizes work results, not money. A schedule of values, a work breakdown structure and an accounting cost code all serve different readers. Many contractors derive their cost codes from MasterFormat divisions, but the two are not interchangeable, and owners frequently mandate a bid form in their own format regardless.

Not a responsibility matrix. A section says what the work must be, not who furnishes it, who installs it or who pays for it. That lives in Division 01, in the general conditions, or in the scope matrix you write yourself. Scope gaps at these boundaries are a common and expensive source of bid losses, and often costlier than quantity errors in the takeoff.

Not a scope checklist. The divisions present in a project manual are what the designer wrote, not the work the project requires. Work that is obviously necessary and never specified still has to be priced, and the numbering system will not prompt you.

Not universally followed. Designers deviate, merge sections, reuse old numbers and occasionally invent them. Small projects often have no project manual at all. When drawings and specs conflict, check whether the contract actually establishes an order of precedence — many, including AIA A201 as written, do not, and treat the documents as complementary. If there is no stated precedence, RFI it before bid; if the answer does not come, carry the more stringent requirement and state the qualification in your proposal rather than assuming the cheaper document governs.

MasterFormat or UniFormat: which one for which estimate?

UniFormat organizes by building element rather than work result: substructure, shell, interiors, services, equipment and furnishings, special construction, and sitework. Level-one names vary slightly between the CSI/CSC UniFormat and the ASTM UNIFORMAT II variant. It answers what the exterior wall costs. MasterFormat answers what the masonry costs. Same building, different question.

Early design has elements but not products, so a conceptual estimate at schematic design is more honest in UniFormat. You are pricing an exterior wall assembly per square foot of wall surface rather than pretending to know the mortar type. State the basis on the page: SF of wall area is not SF of gross floor area, and the wall-to-floor ratio between them is where conceptual estimates go wrong. As the documents develop and products get specified, the estimate converts to MasterFormat. That conversion is the moment to reconcile the new number against the old one rather than quietly replacing it, because the delta is the clearest signal you will get about where the design is drifting.

OmniClass, the wider classification framework CSI and CSC maintain, carries separate tables for elements and for work results, drawing on UniFormat and MasterFormat respectively. You rarely need to say OmniClass out loud unless a client or a model standard asks for it.

Do you need to organize your estimates this way?

If you build custom homes or small tenant work with no project manual, probably not. There is no spec book to reconcile against, so the divisions add structure without adding information. A trade-based or assembly-based breakdown that matches how you actually buy work will be faster to produce and clearer to the client. Forcing 50 divisions onto a kitchen remodel is theater.

It stops being optional when there is a written project manual, when you bid vertical public or institutional work, when several subs bid overlapping scope, or when an owner or construction manager requires a division-organized bid form. Heavy civil is the exception: state DOT and most municipal roadway work is bid on the agency's own standard specification pay items, and there the bid form governs, not MasterFormat. At that point the numbering is the shared language, and a bid that ignores it is harder to level, which is a reason to set it aside.

The structure itself is learnable from the spec book: the table of contents is the outline, and reading it before pricing anything is most of the skill. Outsourced takeoff and estimating firms will usually code quantities to MasterFormat if you ask, which removes the coding work and hands you a coverage list to check against your own read of the spec. Confirm the coding format before you engage one. That is a time argument, not a competence one. You still have to review what comes back, and reviewing it means knowing which division a thing belongs in, so outsourcing is a poor reason to skip learning the map.
